Mark graduated from California State University, Chico in 1982 with a Bachelor’s degree in Business with an emphasis in Personnel.  He grew up at Bill’s Sweeping Service in Orange as a second generation of street sweepers and began working there in high school, transitioning to full time in 1982.

Working from operator to Operations Manager to finally President, the company saw extensive growth in sweeper rebuilding, municipal sweeping, construction sweeping and private community sweeping.  Upon Mark’s departure in 2015 the company swept over 120 community associations per month.

Mark was Chairman of the National Contract Sweeper Association (NCSA) 1986-1988.   NCSA reorganized in 2000 and became the North American Power Sweeping Association (NAPSA). Mark is a founding member and current Board Secretary http://www.powersweeping.org/about-napsa/

Mark has twice been a guest speaker at the American Public Works Association (APWA) annual conventions regarding private street sweeping.  He is regularly quoted in sweeping trade journals and has conducted numerous seminars for other sweeping company owners.  Mark is occasionally hired as a consultant or expert witness in cases involving street sweepers.

(Note: in 2020 NAPSA removed the peer-review requirement for certification)   He was also Vice-Chairman of NAPSA’s California Chapter.

In 2018 NAPSA completed and launched a national Certified Sweeper Operator school (CSO).  The school provides an online training program consisting of 20+ modules. To achieve “certification,” operators must complete the course, pass an oral exam, and complete 1,000 hours of accident/injury free sweeper operation. Mark was the founder and committee chair for the Parking Lot course.  He was co-chair of the Construction Course. He was also the first person in California to achieve CSO status.  http://www.sweeperschool.com
